Where is Nolan the Emblemer at? I can't find him in the city. Do I have to do something to get to him?

He's in Ascalon City, right beside the guy that registers your guild.

If your wanting to make a guild cape - the guild NPC in Old Ascalon can make capes afaik - at least he used to be able to do so when I was last in that part of GW:P.
